Hi, 

To be able to craft a pencil you have to complete the quest Lighter medium 6 of 7 which is on another quest line.

So what you need to do is just work on you other quests till you get to it, which I'm sure you are very close to, 

because all the quest lines are written in a such way that you get everything available on time.
